Wonder if that means they're also buying what's left of RT Animation. Has VIZ produced anything other than dubs/localizations prior?

They've got VIZ Originals for manga, but animation-wise? I don't think so, which certainly makes this a peculiar acquisition.
I expect any future RWBY content will either all be manga or they'll have to find an animation studio to partner up with.

Yeah, I'm not celebrating it as a true return until they can say how they are approaching the 10th (and likely final) season. Would it be cool? Yeah, but the team was scattered and trying to either create a new one, regroup, or license out/partner is likely to be rough. Much more likely to be the home for the past seasons and being the owners for the rights for merch.

RvB ended pretty defintively so i am not sure if they want to continue it

Honestly who would even buy it but 343i/MS? Would anyone ever bother with an IP so intrinsically linked to an IP they don't own? Actually, has any Machinima property ever been sold? Is RvB the only one with enough notoriety to be worth selling?

I always assumed the uh, everything around RvB was a special-deal for Rooster Teeth and Rooster Teeth only that implicitly reverts-back to Microsoft's discretion in the absence of a Rooster Teeth.
Actually I suppose something comparable is the rights to Baldur's Gate and other D&D video-games that were handled by different publishers over the years.
...Of which I know nothing other than that Larian got the rights for BG3 directly from Hasbro/WOTC; But I don't know what the arrangements were concerning BG1/2 and other legacy Infinity Engine titles and their re-releases/where the rights for those were after Interplay imploded.

Someone would have eventually wanted to reboot it. Show ran waaaaaay too long to go away forever. Even if Rooster Teeth survived, I imagine they would have eventually rebooted it.
Also they hinted in one scene that the final season could have been a simulation with "I'm not sure if I got his voice right this time" line.

I don't know who would buy it. But yes, it's the only one legally that could be sold. Because it's the only one a video game company actually gave approval to legally exist.

Are they finally going to move from "Despite their best efforts the heroes get absolutely destroyed and accomplish zero of their objectives" as the plot of each season finale?

Just looked over episode synopses and only three of the nine end it failure. It could be recency bias leading to the impression that it's more, because the three volumes are 3, 7 and 8.
